As you can see, we've removed the download thread, which wasn't used
anyway. In it's place, we've added a thread for all nav files that are
either "Complete" or that we can not "Tune" for some reason. This
change will allow for easier viewing all navs that are currently requested
and allow for everyone to quickly view the complete nav list.
